About this opportunity

The United States Marine Corps (USMC) has issued a Special Notice announcing its intent to negotiate and award a sole-source contract to Northrop Grumman Systems Corporation for the procurement of 274 XM914E1 30mm x 113mm Chain Guns. The contract is specifically for the Program Manager Ground Based Air Defense (GBAD) within the Program Executive Officer, Land Systems (PEO LS). The XM914E1 system is uniquely compatible with the MADIS Inc. 1 Command & Control (C2) software baseline and capable of firing various 30mm x 113mm caliber rounds, including self-destruct and proximity rounds. Northrop Grumman is recognized as the designer, developer, and producer of this specific system. The procurement is being pursued under the statutory authority of 10 U.S.C. 2304(c)(1), which allows for sole-source acquisition when only one responsible source can satisfy agency requirements.

The purpose of this Special Notice is to inform potential contractors about the planned sole-source contract and provide an opportunity for interested parties to demonstrate their capabilities. Contractors have until 1000 local time on April 17, 2025, to submit their interest, capability details, and past performance data to Mr. Justin McPherson and Ms. Stasia Baker via email. While responses will be evaluated, the government retains sole discretion in determining whether to compete the procurement. The anticipated contract will be a hybrid Cost-Plus-Fixed Fee/Firm-Fixed-Price structure with a five-year performance period. Interested parties should reference the Notice ID in their submissions and are advised that telephone calls will not be accepted. The contract is categorized under NAICS 332994 (Small Arms, Ordnance, and Ordnance Accessories Manufacturing) and PSC 1005 (Guns, Through 30Mm), indicating the specialized nature of the procurement.
