About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 1 intends to sole source an 8-month bridge contract for waste and recycling pickup and disposal services at VA Healthcare Boston, with a response date of September 29, 2026. This is a bridge procurement under FAR 6.302-2 (Unusual and Compelling Urgency); no competitive solicitation will be posted to FedBizOps.
The sole source award is anticipated to DBI Waste Systems Inc., 377 3rd Street, Everett, Massachusetts, the incumbent contractor. Place of performance is the VA Medical Center Boston, 940 Belmont Street, Brockton, Massachusetts. The bridge contract runs from October 1, 2026 through June 1, 2027, during which time VA will develop a new competitive RFQ for a base contract plus four option years.
The current contract (36C24121D0009) expires September 30, 2026 with no contractual extension available. The prior competitive RFQ (36C24126Q0578) did not result in timely award due to two protests; the most recent protest was dismissed August 19, 2026. VA states that no other contractor can be installed before expiration without creating critical service delay, risking hazardous waste accumulation, unsanitary conditions, pest and fire hazards, infection control risks, and noncompliance with VHA Directives 1850.06 (Waste Management Program) and 1850.01 (Health Care Environmental Services). The incumbent's equipment, staff, and site-specific knowledge enable immediate performance continuity.
NAICS 562111 (Solid Waste Collection) applies with a $47 million size standard. PSC is S205. Contact Contracting Specialist James L. R. Moore at james.moore14@va.gov or (603) 624-4366.
Notice text
Notice of intent to award a sole source bridge contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for 8 Month Base with DBI Waste Systems INC 377 3rd st Everett MA for the VA Healthcare Boston to obtain Waste and Recycling pickup/disposal. While procuring a new Base plus 4 option years contract.
The current contract 36C24121D0009 ends on 9/30/2026 with no contractual ability to extend. The current RFQ 36C24126Q0578 did not result in an award in time to prevent a lapse in service due to a Protest. The RFQ was protested twice; the most recent protest was dismissed on 8/19/2026, with VA taking corrective action. A new RFQ is being developed for a base plus 4 option years. This sole source bridge contract with the current vendor will continue service without interruption or risk of service while the new RFQ is being developed. No other contractor can be installed before the contract expiration date without creating a critical service delay. Which would result in hazardous accumulation of waste at the facility, creating unsanitary conditions, pest and fire hazards, and infection control risks, and potential noncompliance with VHA Directive 1850.06, Waste Management Program, and VHA Directive 1850.01, Health Care Environmental Services.
DBI Waste Systems, as the incumbent, already has the equipment, staff, and site-specific knowledge in place under the existing contract, allowing performance to continue immediately without the added risk of transitioning to an unproven provider during this critical period.
Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 562111 Solid Waste Collection with a $47 Million Size Standard. The PSC is S205.
The authority for this action is FAR 6.302-2 Unusual and Compelling Urgency due to not being able to award a new Base + 4 option years from RFQ 36C24126Q0133 and 36C24126Q0578.
