PRESOLICITATION NOTICE

This presolicitation notice announces the Department of Veterans Affairs' intent to award an 8-month sole source bridge contract to DBI Waste Systems Inc. (377 3rd Street, Everett, MA) for waste management and recycling services at the VA Medical Center Boston (940 Belmont Street, Brockton, MA 02301-5596). The bridge contract will run from October 1, 2026 through June 1, 2027, while the agency develops a new competitive Request for Quote for a base contract plus four option years. The current contract (36C24121D0009) expires September 30, 2026 with no extension capability. The previous competitive RFQ (36C24126Q0578) did not result in a timely award due to two protests, with the most recent protest dismissed on August 19, 2026. The sole source justification is based on FAR 6.302-2 (Unusual and Compelling Urgency), as transitioning to a new vendor before the deadline would create critical service delays, resulting in hazardous waste accumulation and potential compliance violations with VHA Directives 1850.06 and 1850.01.

The solicitation applies NAICS code 562111 (Solid Waste Collection) with a $47 million size standard and Product Service Code S205. The contractor is responsible for comprehensive waste and recycling management, including collection, disposal, equipment provision, staffing, training, and ensuring compliance with all Federal, State, and Local regulations at the Boston Healthcare System. No solicitation will be posted to FedBizOps. Interested parties should contact Contracting Specialist James L. R. Moore at james.moore14@va.gov or (603) 624-4366. The response date is September 24, 2026 at 10:00 AM Eastern Time. The Contracting Officer retains discretion to conduct a competitive procurement based on responses received.

DESCRIPTION

Notice of intent to award a sole source bridge contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for 8 Month Base with DBI Waste Systems INC 377 3rd st Everett MA for the VA Healthcare Boston to obtain Waste and Recycling pickup/disposal. While procuring a new Base plus 4 option years contract.

The current contract 36C24121D0009 ends on 9/30/2026 with no contractual ability to extend.

The current RFQ 36C24126Q0578 did not result in an award in time to prevent a lapse in service due to a Protest. The RFQ was protested twice; the most recent protest was dismissed on 8/19/2026, with VA taking corrective action. A new RFQ is being developed for a base plus 4 option years. This sole source bridge contract with the current vendor will continue service without interruption or risk of service while the new RFQ is being developed. No other contractor can be installed before the contract expiration date without creating a critical service delay.

Which would result in hazardous accumulation of waste at the facility, creating unsanitary conditions, pest and fire hazards, and infection control risks, and potential noncompliance with VHA Directive 1850.06, Waste Management Program, and VHA Directive 1850.01, Health Care Environmental Services.

DBI Waste Systems, as the incumbent, already has the equipment, staff, and site-specific knowledge in place under the existing contract, allowing performance to continue immediately without the added risk of transitioning to an unproven provider during this critical period.

Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 562111 Solid Waste Collection with a $47 Million Size Standard. The PSC is S205.

The authority for this action is FAR 6.302-2 Unusual and Compelling Urgency due to not being able to award a new Base + 4 option years from RFQ 36C24126Q0133 and 36C24126Q0578.

Performance Work statement synopsis contractor shall be responsible for allocating all equipment and personnel, including back‐up resources, to meet all requirements for the comprehensive management of the solid waste and recycling programs for the VAMC Boston Healthcare System. The comprehensive waste services shall not only include the collection, recycling and disposal of waste, but also the training and support required to ensure compliance with all Federal, State, and Local regulations.

Interested persons may contact the Contracting Specialist via email at James.Moore14@va.gov regarding this procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
