About this opportunity
The U.S. International Trade Commission (USITC) has issued a Special Notice announcing its intent to award a sole-source purchase order to the Washington Metropolitan Area Transit Authority (WMATA). This procurement is based on Executive Order 13150, which mandates federal agencies in the National Capital Region implement a transportation subsidy program. The notice specifically pertains to WMATA providing transit subsidies to eligible USITC employees through their Smart Benefits program. WMATA is identified as the only contract provider of authorized fare media products for USITC employees commuting within the Washington, DC metro area. The sole-source justification is predicated on WMATA being the unique provider capable of meeting the agency's specific transportation subsidy requirements.
The primary objective of this Special Notice is to inform stakeholders about USITC's plan to provide monthly transit benefits to qualified employees for their public mass transit commutes. The period of performance is set for twelve months, from June 1st, 2025 through May 31st, 2026. Contractors should note that this is not a competitive solicitation, and no quotations are being requested. Any potential information or responses must be submitted to Contracting Officer Sumit Rana by May 30th, 2025 at 9 AM ET via email to Sumit.rana@usitc.gov. The notice emphasizes that the decision to proceed with a non-competitive procurement is solely at the government's discretion. Eligibility is limited to WMATA, as they are the designated provider for transit subsidies in the National Capital Region. Interested parties are advised that telephonic inquiries are strongly discouraged, and the notice is intended for informational purposes only.
