About this file

This document is a Justification and Approval (J&A) for a Single Source Award from the U.S. International Trade Commission (USITC) for the SmartBenefits® transit subsidy program provided by the Washington Metropolitan Area Transit Authority (WMATA). The J&A justifies a sole-source procurement based on WMATA being the only mass-transit system in the Washington, D.C. metropolitan area capable of providing the required transit subsidy service. The document indicates the procurement is for supporting eligible USITC employees with monthly transit benefits, with a performance period from June 1st, 2025 through May 31st, 2026. The estimated total value is listed as $0.00, and market research confirmed the service is commercially available, though WMATA remains the only local provider. The document is signed by Tara Horton as the Requiring Officer and Sumit Rana as the Contracting Officer, with posting planned on sam.gov and USITC.gov.
