About this opportunity
The Department of Veterans Affairs is seeking a lease for a nonresidential building located at 1500 E Thomas Rd. in Phoenix, Arizona, specifically for a Community Resource and Referral Center (CRRC). The procurement is being conducted as a simplified lease acquisition under the General Services Administration Acquisition Manual (GSAM) guidelines. This pre-solicitation notice indicates the lease will be processed without a full and open competition due to meeting the Simplified Lease Acquisition Threshold (SLAT) requirements. The agency has determined that a direct lease is appropriate based on statutory authority and mission-based rationales. The opportunity is currently in the pre-solicitation phase, with responses due by December 16, 2024.
The contract has an anticipated annual rent of $153,406.37 for an unserviced lease space, categorized under the NAICS code 531120 for Lessors of Nonresidential Buildings. The lease is specifically coded for laboratory and clinic rental (PSC X1DB), suggesting the space will be used for veteran support services. No specific set-aside designations have been applied to this procurement, indicating it is open to all qualified lessors. The lease appears to be either a new lease or a replacement for an existing facility, with the Department of Veterans Affairs seeking to establish or maintain a Community Resource and Referral Center in the Phoenix area. The procurement follows standard federal leasing protocols for simplified acquisitions under the established GSAM guidelines.
Notice text
Below SLAT Justification for Other than Full and Open Competition, , Phoenix, Arizona, Phoenix CRRC
The anticipated annual rent for the subject lease delegation is $153,406.37, unserviced, and therefore meets the criteria of a Simplified Lease Acquisition Threshold (SLAT) lease. Pursuant to GSAM 570.2, a SLAT lease does not require a Justification for Other than Full and Open Competition (JOTFOC). The below statutory authority, cost-based or mission-based rationale supports the lack of competition and documents the file per GSAM 570.203-2(b) for new and new/replacing leases; 570.402-1(a) for succeeding leases; 570.403(c)(1) for lease expansions; 570.404(b) for superseding leases; or 570.405(b) for lease extensions.
