About this opportunity
The Vermont Army National Guard has issued a Special Notice on January 14, 2026, announcing its intent to award a sole source contract to Utah Athletic Foundation for the rental of an International Biathlon Union (IBU) Class B biathlon range and associated facilities. The notice invites interested parties to challenge this sole source procurement decision by submitting responses that demonstrate their capability to satisfy all technical requirements. The contract is for hosting the Chief of the National Guard Bureau (CNGB) championship race scheduled for February 19-26, 2026. The facility must meet specific infrastructure standards including a 30-firing point range, timing building, warming facility, and snow-making capabilities. This procurement falls under NAICS code 713920 (Skiing Facilities) and PSC category X1PA (Lease/Rental of Recreation Facilities).
The primary objective of this procurement is to secure a venue capable of hosting approximately 150 participants and associated personnel for the National Guard Bureau's annual biathlon championship. Interested contractors must submit responses by January 23, 2026, at 1:00 p.m. Eastern Time, with submissions required to directly address all stated technical requirements to be considered responsive. The facility must be located below 6,500 feet elevation, within 50 miles of military billets, within 2 hours of a major airport, and situated within the Continental United States. Key requirements include full course snow-making and grooming capability with at least 12 inches of snow coverage, biathlon timing services meeting IBU and USA Biathlon standards with precision to 1/100-second, and infrastructure to accommodate the three race types (10km Sprint, 12.5km Pursuit, and 15km Patrol). While the solicitation documents indicate a Women-Owned Small Business set-aside in the underlying contract, the Special Notice itself permits any responsible party to challenge the sole source award decision and demonstrate their capability to meet all technical specifications.
