About this opportunity
Vandenberg Space Force Base, operating under the Department of the Air Force Space Command, has published a sole source procurement notice for a Voice over Internet Protocol (VoIP) hardware and software system upgrade for their Command Post. The notice announces the government's intent to award a sole source contract to MCS of Tampa, Inc. under FAR 13.106-1(b)(2) for commercial products and services. This procurement is classified under NAICS code 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing) with a size standard of 1,250 employees and is set aside for total small business participation. The contract will be structured as a firm fixed price arrangement for critical telecommunications infrastructure that supports emergency communications operations. The government has determined that only one source is reasonably available to meet their specific requirements.
The procurement's primary objective is to replace end-of-life VoIP equipment that no longer has maintenance renewal options, requiring advanced console solutions including site survey, design, installation, and ongoing maintenance services. The system must provide sophisticated capabilities such as one-touch call conferencing for up to 30 parties, interoperability with various radio systems, and touch-screen functionality critical for emergency situations at SLD 30. MCS of Tampa, Inc. has been identified as the sole qualified vendor because they are the only "Master Service Provider" with trained and qualified resources to work with Unify OpenScape software, which is the exclusive platform used by all DAF CONUS Command Posts. Although the government conducted a sources sought process on SAM.gov on August 30, 2025, receiving three responses, they maintain that competition is not feasible due to the specialized nature of the requirement. Interested contractors may submit capability statements, proposals, or exceptions to the sole source determination by 4:00 PM PST on September 17, 2025, though the government reserves full discretion over whether to conduct competitive procurement regardless of responses received.
