Attachment 1_Redacted Sole Source Justification.pdf

This document is a Sole Source (Including Brand Name) Justification for Simplified Procedures for Certain Commercial Items for the 30th Contracting Squadron at Vandenberg Space Force Base. The requirement is for a voice over Internet protocol (VoIP) hardware and software system upgrade for the Command Post, necessitated by end-of-life equipment with no maintenance renewal options. The system must provide advanced console solutions including site survey, design, installation, and maintenance, with capabilities such as one-touch call conferencing for up to 30 parties, interoperability with various radio systems, and touch-screen functionality.

Unify is identified as the sole manufacturer of OpenScape, the only software used by DAF CONUS Command Posts, and is critical for emergency communications. MCS of Tampa is the only "Master Service Provider" approved to install and maintain Unify products. The Government posted sources sought on SAM.gov on 30 August 2025 and received three responses, with MCS of Tampa, Frequentis Defense Inc., and BHPE LLC identified as potential vendors. The procurement is for the 30th Contracting Squadron at Vandenberg Space Force Base, California, with the system required to meet specific telecommunications and interoperability standards.
