About this opportunity
The 22nd Contracting Squadron at McConnell Air Force Base, Kansas intends to award a sole-source contract to Cummins, Inc. for comprehensive fire engine repair services. The Department of the Air Force Air Mobility Command published this Special Notice on August 21, 2025, indicating their intent to bypass competitive bidding procedures. The contract will be a firm-fixed-price agreement for diesel engine certified repair services, including engine removal, disassembly, cleaning, and rebuild using Cummins brand name parts or equivalent components. The repair work involves replacing critical components such as turbochargers, piston heads, seals, and gaskets for a Cummins engine that has accumulated 39,995 operating hours. The procurement will utilize Simplified Acquisition Procedures under FAR 13.106-1(b) for soliciting from a single source.
The primary objective is to restore operational capability to Engine 8, which currently cannot be driven due to overheating, multiple oil leaks, EGR system issues, and coolant leaks. Contractors have until September 1, 2025, to respond if they wish to challenge the sole-source determination, though this notice is not a request for competitive proposals. The selected contractor must complete the engine overhaul within 30 days of contract award and provide weekly status updates throughout the performance period. All work must utilize OEM approved parts as specified in the Performance Work Statement, and the contractor must transfer all commercial warranties to the government with warranty documentation submitted by the final inspection date. The government reserves sole discretion in determining whether to conduct a competitive procurement, and any information received will only be used to evaluate the necessity of competition.
