About this opportunity
The U.S. Army Corps of Engineers (USACE), Portland District, published this Special Notice on November 19, 2025, announcing its intent to sole source a refuse and recycling collection contract to Waste Connections of Oregon Inc, doing business as Dalles Disposal Service. The procurement is for firm-fixed price service delivery at three locations in Wasco County, Oregon: The Dalles Dam, Seufert Park, and Celilo Park. This non-competitive acquisition is authorized under FAR 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold. The sole source justification is based on an exclusive franchise agreement between Wasco County and Dalles Disposal Service that restricts waste collection services in the county to this single provider. Although the federal government is not legally bound by county franchise agreements, USACE determined that Dalles Disposal Service is the only capable provider for these specific sites.
The primary objective of this procurement is to maintain refuse collection and recycling services at the three designated federal facilities to prevent unsanitary conditions, mitigate public health risks, and reduce disease outbreak potential from accumulated garbage. The response deadline for this Special Notice is December 3, 2025, allowing interested parties time to submit comments or concerns regarding the sole source justification. No set-aside provisions apply to this procurement, and the contracting officer has classified it under NAICS code 562111 (Solid Waste Collection) and PSC code S205 (Housekeeping—Trash/Garbage Collection). Dalles Disposal Service, identified as a large business, has a history of providing annual service at these locations and possesses the established infrastructure and franchise rights necessary to perform the work. This notice provides the public and potential contractors with an opportunity to object to the sole source determination before award.
Notice text
THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) SUBPART 5.2 “SYNOPSES OF PROPOSED CONTRACT ACTIONS”
562111 – Solid Waste Collection
Response Deadline: 3 December 2025
The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a firm-fixed price (FFP) service, single source procurement to Waste Connections of Oregon Inc, dba Dalles Disposal Service for the performance of refuse collection and recycling services at The Dalles Dam, Seufert Park, and Celilo Park in Wasco County, Oregon.
REASON FOR SOLE SOURCE ACQUISITION:
The statutory authority for this non-competitive acquisition is FAR 13.106-1(b)(1), Soliciting from a single source for purchases not exceeding the simplified acquisition threshold.
Background: The purpose of this requirement is the performance of refuse collection and recycling services at The Dalles Dam, Seufert Park, and Celilo Park in Wasco County, Oregon. The refuse and recycling services provided by The Dalles Disposal Service, a large business, is governed by the franchise agreement within Wasco County, Oregon. This agreement permits only The Dalles Disposal Service to collect all waste and refuse services within the county. The sites to be serviced under this contract—The Dalles Dam, Seufert Park, and Celilo Park—are all located within Wasco County, Oregon. The Dalles Disposal Service has routinely performed this requirement annually.
Justification: Although the Federal Government is not subject to the restrictions that follow from Wasco County’s
franchise agreement with The Dalles Disposal Service, only The Dalles Disposal Service can provide these services to
The Dalles Dam, Seufert Park, and Celilo Park as no other refuse service is capable.
Impact: Without receiving refuse collection and recycling services, garbage will accumulate and lead to unsanitary conditions and public health consequences. These consequences may also increase the risk of disease outbreak, pose hazards to the local ecosystems, and will cause a degradation to the quality of life for employees and residents of the area.
The Government intends to solicit Dalles Disposal Service directly for this project on or around 3-December-2025. At this time, a solicitation does not exist. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
