About this opportunity

The United States Marine Corps, specifically Marine Forces Reserve, has issued a Notice of Intent to Award a sole-source contract for Tactical Medical Training to Tier 1 Group, LLC. Posted on January 12, 2026, this Special Notice announces the government's intent to conduct a non-competitive procurement for Advanced Medical Training (AMT) and Tactical Combat Casualty Care (TCCC) support. The training is designed for Charlie Company, 4th Reconnaissance Battalion, and will be delivered under Simplified Acquisition Procedures. The Regional Contracting Office in New Orleans is managing this acquisition, which represents a departure from full and open competition based on the contractor's unique specialized capabilities.

The one-day intensive training is scheduled for January 24, 2026, at Camp Bullis in San Antonio, Texas, and will serve 40 Marines with instruction in hemorrhage management, airway management, tension pneumotharax treatment, bandaging, splinting, shock management, and complete TCCC/AMT protocol integration. The Marine Corps maintains that Tier 1 Group possesses exclusive qualifications including proprietary training methodology, mobile simulation capabilities, subject matter experts with special operations backgrounds, and integrated veterinary trauma simulation services that no other vendor can replicate. Interested contractors who believe they can meet the stated requirements must submit written documentation of their capabilities by January 14, 2026, at 12:00 p.m. Central Standard Time to Contract Specialists Misael Calderon or Franklin Smith. The government reserves the right to conduct a competitive procurement if credible alternative proposals are received; otherwise, award to Tier 1 Group is anticipated on January 16, 2026. This procurement is classified under Educational Support Services (NAICS 611710) and falls within the Education/Training-General category (PSC U009).

Notice text

AMT Skills training will incorporate the objectives of TCCC and apply them to a patient model. The instructor reinforces learning and incorporates lessons learned from current operations, during this intense  hands-on training evolution. We put major emphasis on patient assessment skills, and we maintain a low  student to instructor ratio, maximum 5:1, to ensure the student receives the instructor attention necessary  to understand and develop their skills, concepts, and principles. This training prepares the operator to  confidently and effectively apply the life-saving techniques of TCCC to enhance survivability on the  battlefield.

• Management of Hemorrhage
• Management of Airway
• Management of Tension Pneumothorax
