About this file

This document is a Justification for Use of Other Than Full and Open Competition memorandum for the U.S. Marine Corps, specifically for Charlie Company, 4th Reconnaissance Battalion. The document details a sole-source acquisition from Tier 1 Group, LLC (T1G) to provide Advanced Medical Training (AMT) and Tactical Combat Casualty Care (TCCC) support for 40 Marines. The one-day intensive training will occur on 24 January 2026 at Camp Bullis, San Antonio, TX, and will include two Subject Matter Expert instructors, one veterinarian, ten Live Patient Models (LPMs), and necessary medical equipment and logistical support.

The justification emphasizes T1G's unique capabilities, including a proprietary training methodology, mobile simulation capabilities, exclusive instructor cadre with special operations backgrounds, comprehensive operational support, and integrated veterinary trauma simulation. The document argues that T1G is the only vendor capable of delivering this specialized high-fidelity medical training, which directly supports critical Marine Corps Tasks such as providing medical support in combat environments, conducting ground reconnaissance, and enhancing force protection. The acquisition is being processed under the simplified acquisition threshold and will be conducted as a brand name/sole source procurement.

Subj: JUSTIFICATION FOR USE OF OTHER THAN FULL AND OPEN COMPETITION FOR A FAR

PART 13 ACQUISITION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD FOR TIER

1 GROUP, LLC (T1G) ADVANCED MEDICAL TRAINING (AMT) SUPPORT FOR CHARLIE

COMPANY, 4TH RECONNAISSANCE BATTALION

Ref: (a) FAR 13.106-1(b)(1)(i)

(b) FAR 13.106-3(b)(3)(i)

(c) Marine Corps Order 3500.27C

(d) NAVMC 3500.55 Recon Training and Readiness Manual

(e) Tier 1 Group, LLC Quote Number 2509-182R1

(f) Performance of Work Statement

I. BACKGROUND:

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization)

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement (or portion of the requirement to be sole-sourced) is not expected to exceed the simplified acquisition threshold.

II. DESCRIPTION OF ITEM OR SERVICE:

This requirement is for Tier 1 Group, LLC (T1G) to provide Advanced Medical

Training (AMT) and Tactical Combat Casualty Care (TCCC) support to Charlie

Company, 4th Reconnaissance Battalion, U.S. Marine Corps Reserve. The training will consist of a one-day intensive program, including instruction, practical application, and veterinary oversight to teach advanced medical techniques in a realistic training environment using Live Patient Models

(LPMs). The training will take place at Camp Bullis, San Antonio, TX, on 24

January 2026, for 40 Marines as outlined in Ref (f). T1G will provide two

Subject Matter Expert (SME) instructors, one veterinarian, ten LPMs, and all necessary disposable medical equipment and logistical support for the LPMs movement to the training location and disposal of LPMs post training. The unit will provide the training location, weapons, ammunition, field tents, tables, litters, and other supporting equipment.

III. THE DETERMINATION FOR USE OF OTHER THAN FULL AND OPEN COMPETITION IS

BASED ON THE FOLLOWING (select all that apply):

A. _ ONLY ONE RESPONSIBLE SOURCE (select all that apply):

1. ___ RESTRICTIVE RIGHTS. The source has established proprietary rights, limited rights in data, patent rights, copyrights or secret processes in the item or service required.

2. ___ EXCLUSIVE LICENSING AGREEMENTS. The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the

OEM.

3. ___ OTHER REASONS. Tier 1 Group, LLC (T1G) is uniquely qualified to provide the required Advanced Medical Training (AMT) for Charlie

Company, 4th Reconnaissance Battalion due to the following factors:

B. _X__ BRAND NAME: Item required must be a brand name, product, or feature of a product, particular to one manufacturer.

a. Continuity of Training Methodology for Maximum Skill Retention: Advanced combat medical skills are highly perishable and require a progressive, iterative training methodology to ensure maximum retention and continuous improvement. Our personnel have been trained using a specific, multi-echelon system that layers skills in a logical and progressive sequence. Introducing a different vendor, and therefore a different and incompatible training methodology, would disrupt this critical learning continuum. This would force personnel to "unlearn" proven techniques and adapt to a new system, effectively resetting the training progression.

Such a disruption would lead to a significant decay of life-saving skills and a demonstrable decrease in the medical readiness of deploying forces. The requirement is not just for training, but for the continuation of a specific and proven pedagogical approach that maximizes life-saving capabilities.

b. Proprietary Mobile Simulation and Scenario Integration: T1G possesses a unique and proprietary capability to transport and fully integrate a high-fidelity Live Tissue Training (LTT) simulation package at any location, including government facilities like Camp Bullis. Other vendors may provide instructors, but they lack T1G’s proven ability to deliver a complete, expeditionary training ecosystem. This includes specialized, military-grade medical simulators, advanced pyrotechnics, and battlefield effects that replicate the sensory overload of a real-world combat environment. T1G's ability to transform a standard training area into a hyper-realistic combat scenario is a unique capability that they have perfected through years of supporting Tier 1 units. This ensures the training is not a sterile laboratory event but a true test of skills under duress. No other vendor has demonstrated the logistical and technical capacity to deploy and integrate such a comprehensive, high-fidelity mobile training package.

c. Exclusivity of Instructor Cadre and Doctrinal Expertise: T1G is the sole vendor that exclusively recruits, vets, and maintains an instructor cadre comprised of former senior operators and medics from U.S. Special Mission Units. This is not a matter of a few experienced individuals, but their entire corporate hiring and training model. This cadre provides an unmatched level of instructional expertise, bringing recent and relevant combat experience that is critical for teaching the tactical context of combat medicine.

Furthermore, their curriculum is a proprietary evolution of the Joint Special Operations Medical Training Center (JSOMTC) and USSOCOM TCCC doctrine, refined with operational feedback that is not available in the public domain or to other contractors. This combination of an exclusive talent pool and a proprietary, combat-refined curriculum cannot be replicated by any other source.

d. Unmatched Turnkey Operational Model and Efficiency: T1G provides a complete "turnkey" operational model for mobile training that no other vendor can match. They do not simply provide instructors; they deploy a self-contained logistical and support element responsible for the full lifecycle of the training event—from scenario development and equipment setup to post-training remediation and logistical tear-down. This expeditionary support model is a core T1G competency and is unique in the industry. It removes the significant administrative and logistical burden from the host unit, allowing our personnel to focus exclusively on maximizing training absorption. This operational efficiency is a force multiplier, creating more actual training time and yielding a higher quality of skill retention than a vendor who would require substantial host-unit support. This level of self-sufficient, integrated support is proprietary to T1G's business model and provides the best value by ensuring the highest quality training with minimal impact on unit resources.

e. Integrated Veterinary and Trauma Simulation Support: T1G is the sole vendor that provides a veterinarian not merely as a compliance monitor, but as a fully integrated member of the instructional team, possessing extensive, specialized experience with high-fidelity trauma simulation for military applications. In direct partnership with the tactical instructors, the T1G veterinarian's primary role is to oversee and dynamically manage the live-tissue models to ensure their physiological responses accurately and consistently replicate complex human traumatic injuries under combat conditions. This level of seamless integration between veterinary science and tactical medical instruction is a proprietary aspect of T1G’s training methodology. Other vendors may provide veterinary services to meet baseline legal requirements, but they cannot replicate this synergistic relationship, which is essential for maximizing the realism and training value of every repetition. This approach guarantees that all training is conducted in strict compliance with DoD and USDA regulations while simultaneously ensuring the highest possible training fidelity, a combination no other vendor can provide.

f. Alignment with Marine Corps Tasks and Essential Tasks: This training directly supports the following Marine Corps Tasks

(MCTs) and Marine Essential Tasks:

1) MCT 1.2.3: Provide Medical Support: Specifically, advanced medical care in a combat environment

2) MCT 2.2.1: Conduct Ground Reconnaissance: Requires Marines to operate independently and manage medical emergencies.

3) MET L.T.1.1: Provide Command and Control: Medical emergencies require clear communication and leadership.

4) MET L.T.4.1: Fires: Medical considerations can influence fire support planning.

5) MET L.T.6.1: Force Protection: Medical training enhances the unit's survivability.

C. ___URGENT AND COMPELLING. The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals. Urgent requirements are supplies or services that will result in a work stoppage or are mission critical and the routine processing time would result in injury to the Government. The determination that the procurement for the above item/service is an urgent and compelling requirement is based on the following:

IV. MARKET RESEARCH: Based on the market research conducted, it is determined that T1G is the only vendor that can provide the specialized, high-fidelity Advanced Medical Training (AMT) required to meet the critical readiness needs of Charlie Company, 4th Reconnaissance Battalion. While some vendors may offer individual components of the required training, none possess the unique combination of expertise, experience, veterinary support, and proven performance necessary to deliver a comprehensive and effective training program. Selecting any other vendor would introduce significant risk and compromise the unit's ability to achieve its readiness objectives.
