About this opportunity
The Defense Logistics Agency Energy (DLA Energy) has issued a Special Notice announcing its intent to award a Sole Source, Firm Fixed Price Contract for Stratus Advisors Subscriptions. This contract opportunity is being pursued under Federal Acquisition Regulation (FAR) 6.302-1 and specifically targets strategic research tools and customized reports. The research will focus on global fuel specifications, global biofuels assessment, and global refining products. The contract is designed to provide DLA Energy with specialized research and analytical capabilities for a specific twelve-month period from April 1, 2025, to March 31, 2026. The notice was posted on February 24, 2025, with a response deadline of March 10, 2025.
Contractors interested in challenging the sole source designation must submit written objections to DLAEnergy.NGTeam@dla.mil by the specified due date. The challenge must include comprehensive information demonstrating that an equivalent service exists which could satisfy the government's stated needs. The government retains full discretion in determining whether to compete the requirement based on submitted challenges. While this is not a formal request for proposals or quotations, potential contractors should be prepared to provide detailed evidence of their capability to meet the specific research and reporting requirements. The sole source contract indicates that DLA Energy has determined Stratus Advisors provides a unique service that cannot be readily substituted. Any challenges must provide substantial justification for why an alternative provider could effectively deliver the same level of strategic research and customized reporting.
