About this opportunity

The National Oceanic and Atmospheric Administration published a Special Notice of its intent to sole source a contract to John Hopkins University Applied Physics Laboratory. The NOAA seeks to provide spectrum and special projects engineering expertise to support its National Environmental Satellite, Data and Information Service and other program offices for a one year base period.

The purpose of the procurement is to leverage JHUAPL's unique expertise as the incumbent from previous contracts involving the design of space systems and evaluation of space data. Services required include expertise in spectrum management, small satellite direct communication system validation, and mitigating interference risks from 5G technology. Interested parties could identify their capability by June 16, 2020, however, the estimated $354,245.18 contract is expected to be sole sourced to JHUAPL based on its critical support for NOAA's small satellite direct communication system testing from July to October 2020, and further testing scheduled for early 2021. No other sources were found capable of preventing a break in service for this mission-critical requirement.

NOTICE: THIS IS A SOLE SOURCE PROCUREMENT,  NOT AN RFQ. The intent of this notice is to inform the vendor community of the National Oceanic and Atmospheric Administration, National Environmental Satellite, Data and Information Service (NESDIS)/ Assistant Chief Information Officer-Satellites (ACIO-S) proposed contract action. This proposed procurement is for items which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302(a)(2)(ii). This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement no later than June 16, 2020, 12:00 pm ET. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer.

The National Oceanic and Atmospheric Administration, National Centers for Environmental Information (NCEI) awarded a sole source contract to John Hopkins University Applied Physics Laboratory (JHUAPL), based on FAR 6.302-3 Industrial mobilization; engineering, developmental, or research capability; or expert services. The purpose of this procurement  is to provide Spectrum and Special Projects engineering expertise to support NESDIS/ACIO-S and other NESDIS program offices for one (1) year base period.
