About this opportunity

The Internal Revenue Service, under the Department of the Treasury, has published a Special Notice announcing its intent to award a sole source contract to the South Carolina Department of Motor Vehicles. The contract will provide online access to South Carolina vehicle ownership records and driver's license records specifically for the IRS Small Business/Self-Employed Collection Division. The proposed contract structure includes a one-year base period with four optional years, operating under a firm-fixed price arrangement. The procurement falls under NAICS code 921190 for Other General Government Support, with no established small business size standards for this public administration sector. The contracting authority being used is FAR 6.302-1, which allows for sole source awards when only one responsible source can satisfy agency requirements.

The primary objective of this procurement is to enable IRS collection personnel to access critical state motor vehicle and driver records through a centralized online system using Microsoft Edge web browsers. Designated staff members will receive individual login credentials to access the data system for collection activities. While this is not a competitive solicitation, interested parties may express their interest and capability to fulfill these requirements by submitting responses via email to Andres.cepeda@irs.gov by 12:00 PM Eastern on September 29, 2025. No formal solicitation package will be issued, and the government reserves complete discretion in determining whether to proceed with the sole source approach based on any responses received. The notice emphasizes that responses should focus on demonstrating organizational capability to meet the specified data access requirements for South Carolina records.
