About this opportunity

The Consumer Product Safety Commission (CPSC) has issued a Special Notice announcing its intent to negotiate a sole source service contract with X-Ray Optical Systems, Inc. for maintenance and service of specialized X-ray fluorescence (XRF) analyzers used in the Laboratory Sciences Chemistry department. The contract covers three specific instruments: two HD Prime XRF analyzers and one HD Mobile XRF analyzer, which are critical for quantifying lead and other regulated heavy elements in surface coating materials. These instruments are currently within their standard 7-year life-cycle replacement period, though the specific models have been discontinued. The CPSC will proceed with this procurement under the authority of FAR 13.106-1(b) and 41 U.S.C. 3304(b)(2)(B), utilizing a simplified acquisition approach.

The primary objective of this Special Notice is to obtain maintenance and service coverage for the XOS branded instruments, which includes software upgrades, annual onsite preventive maintenance, calibration verification, and priority technical support. Interested contractors have seven business days from the notice's issuance to submit a written capability statement demonstrating their ability to meet the requirement, with all responses due by 12pm Eastern Time on May 13, 2025. Responses must be emailed to the Contract Specialist at dbraswell@cpsc.gov, and no phone calls will be accepted. While the notice invites potential alternative providers to demonstrate capability, the government retains sole discretion in determining whether to compete the procurement. The contract is categorized under NAICS 334516 (Analytical Laboratory Instrument Manufacturing) and PSC 6640 (Laboratory Equipment and Supplies), with no specific set-aside designation.
