About this opportunity
The Department of Veterans Affairs, Network Contracting Office 23, has published a Notice of Intent to award a sole source, firm-fixed price contract to Roche Diagnostics Corporation. This special notice is issued in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) and is based on the authority provided under 41 U.S.C. 3304(a)(1), which permits sole source procurement when only one responsible source exists. The contract pertains to analytical laboratory instrument manufacturing, classified under NAICS code 334516 and product service code 6630. The procurement is not a competitive solicitation but rather a notification of the Department's intent to sole source with Roche Diagnostics Corporation due to equipment compatibility requirements at the Manila VA Medical Center (MVAMC). The notice was posted on April 27, 2026, with a response deadline of April 29, 2026.
The primary objective of this notice is to inform interested vendors of the Department's intention to award to Roche Diagnostics Corporation based on the exclusive compatibility of Roche original equipment manufacturer (OEM) equipment currently installed at the MVAMC, for which no other third-party vendor is authorized to install or service. Interested vendors have seven calendar days from publication to submit capability statements, proposals, or quotations to joseph.bloomer@va.gov demonstrating their ability to meet the government's requirements, which will be reviewed to determine whether to convert this to a competitive procurement. While Roche Diagnostics Corporation is the identified source, the Department retains sole discretion to pursue competition based on vendor responses and demonstrated capabilities. All responsible sources are eligible to submit documentation, though the government acknowledges the proprietary nature of Roche's equipment as the basis for the current sole source determination.
