About this opportunity
The Air Force Institute of Technology (AFIT), under the Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base, has published a Special Notice announcing its intent to conduct a sole source procurement for a quantum communications network system. The notice was posted on July 22, 2025, with responses due by July 29, 2025. The government intends to award this contract exclusively to Quantum Opus, located in Plymouth, Michigan, under the authority of FAR 13.106-1(b)(1) for circumstances where only one source is reasonably available. The procurement falls under NAICS code 541715 for Research and Development in the Physical, Engineering, and Life Sciences, with no set-aside designation. The contracting officer has determined that Quantum Opus is the only firm capable of providing the required supplies and services without causing unacceptable delays to the government's requirements.
The objective of this procurement is to establish a quantum-secure network link between AFIT in Dayton, Ohio and Ohio State University, requiring a comprehensive 2-node quantum networking system with sophisticated technical specifications including nanowire detection systems, quantum sources, time taggers, and other specialized components. The contractor must deliver and complete all requirements within 24 weeks of contract award, with delivery to Wright-Patterson Air Force Base under FOB Destination terms. While this is a sole source procurement, all responsible sources may still submit capability statements, proposals, quotations, or exceptions to the sole source intent for the government's consideration. Contractors must maintain active registration in the System for Award Management (SAM) throughout the contract life and must direct all inquiries to specified Air Force email addresses with "QUANTUM NETWORK" in the subject line. The government's justification for sole sourcing is based on Quantum Opus's unique nanowire detection systems capabilities that are not available from other sources, as detailed in the attached sole source justification document.

Synopsis
This is a Sole Source Synopsis published for informational purposes only. Air Force Institute of Technology (AFIT) has a requirement create a quantum communications link that establishes a quantum-secure-network. See Attachment 1, Statement of Work (SOW).
The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106 -1(b)(1), “Contracting officers may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available”. The contracting officer has determined that only one source is reasonably available: Quantum Opus.
This proposed procurement will be Sole Source under North American Industry Classification Code (NAICS) 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). Business size standard for NAICS is 541715, employees. PSC/FSC code:. 6650 encompasses optical instruments, test equipment, components, and accessories
The proposed source is Quantum Opus, located at 14841 Keel St, Plymouth, MI 48170. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: Quantum Opus is the only firm capable of providing the supplies and services described in Section III above without the Government experiencing unacceptable delays in fulfilling its requirements, as the Quantum Opus nanowire detection systems is a unique supply available from only one source with these unique capabilities. Please see Attachment 2, Sole Source Justification, for more complete details.
