About this opportunity

The Consumer Product Safety Commission (CPSC) has issued a Special Notice announcing its intent to award a sole source contract to Perkin Elmer U.S. LLC for a service plan covering their Thermogravimetric Analyzer (TGA) 8000 instrument. The CPSC's Laboratory Sciences-Chemistry division uses this specialized instrument for thermal degradation mass analysis of chemical samples. The agency intends to proceed with sole source procurement under Federal Acquisition Regulation authorities, citing that Perkin Elmer is the only source for firmware updates, software updates, and unique repair parts required for the instrument. The procurement will be processed as a simplified acquisition following FAR Subpart 12 and 13 procedures. This notice serves as advance notification of the agency's procurement intentions rather than a competitive solicitation.

The service plan will encompass comprehensive instrument maintenance, repairs, preventive maintenance visits, and software updates for the existing TGA 8000 equipment. Interested parties have until 11:00 AM Eastern Time on June 23, 2025, to submit capability statements demonstrating their ability to meet the requirement, though the notice explicitly states this is not a request for competitive quotations. All responses must be submitted in writing via email to the designated Contract Specialist, with no phone calls accepted. The government will consider any quotations or responses received within six business days of the notice issuance, but retains sole discretion in determining whether to proceed with competition. Companies wishing to participate must demonstrate their capability to provide the specialized maintenance and support services for Perkin Elmer's proprietary analytical laboratory equipment.

Notice text

The Consumer Product Safety Commission (CPSC) announces its intention to negotiate and issue a sole source award to Perkin Elmer U.S. LLC., 710 Bridgeport Avenue, Shelton, CT 06484-4794 to provide an instrument service plan for existing Perkin Elmer Thermogravimetric Analyzer (TGA). This service plan will cover the instrument maintenance, repairs, a preventive maintenance visit, and software updates.

CPSC intends to negotiate this requirement under the authority of FAR 13.106-1(b) and 41 U.S.C. 3304(b)(2)(B). The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures. Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within six (6) business days of the issuance of this notice will be considered by the government.  A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.  Any quotation/response must be in writing and can be sent via email to the Contract Specialist at dbraswell@cpsc.gov by 11am Eastern Time June 23, 2025. No phone calls will be accepted.
