About this opportunity

The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has issued a Special Notice announcing its intent to sole source a contract with the Open Geospatial Consortium (OGC) for a Principal Membership. This procurement will be executed under FAR 13.501(a) using simplified procedures for commercial items. NOAA specifically seeks a membership that will enable its representatives to participate and vote in both the OGC Technical Committee and Planning Committee. The agency has determined that OGC is the only organization capable of meeting their precise requirements for geospatial and location-based services standards development. The special notice was posted on May 28, 2025, with a response deadline of June 9, 2025.

Contractors interested in challenging the sole source procurement must demonstrate comparable capabilities to OGC's membership offerings by submitting detailed specifications via email to the designated Contracting Specialist (bryton.curtis@noaa.gov) and Contracting Officer (mark.a.sullivan@noaa.gov). To be considered, interested parties must provide comprehensive capability information, including customer references, contact details, and a narrative describing their ability to provide equivalent services. The NAICS code for this requirement is 611430 (Professional and Management Development Training). While NOAA intends to negotiate exclusively with OGC, the government reserves the right to solicit quotes based on responses to this notice and maintains sole discretion in determining whether to open competition. This is not a formal request for proposals, and no solicitation is currently available, but the notice serves to provide potential contractors an opportunity to demonstrate alternative capabilities.
