About this opportunity

The Department of the Army Research Laboratory is procuring a one-year license for ABSTRAO SPH terminal ballistics modeling software capable of operating on two graphics processing units. This sole-source acquisition under FAR 13.106-1(b)(1)(i) is being conducted as a combined synopsis/solicitation for commercial items, with the government intending to award directly to CERTASIM, LLC based on the determination that only one responsible source can satisfy the agency's requirements. This procurement does not utilize any set-aside designations and is structured as a Firm Fixed Price contract. CERTASIM, LLC, located in Castro Valley, California (CAGE Code: 6YG29), has been identified as the intended sole-source awardee for this specialized software licensing requirement. The contract specifies delivery of one software license covering two graphics processing units, with performance required by September 30, 2025. All delivery and performance activities will take place at Aberdeen Proving Ground, Maryland, specifically at 6321 Gillon Road, Building 328. The solicitation includes standard federal contracting provisions related to commercial items, telecommunications equipment restrictions, and various Defense Federal Acquisition Regulation Supplement clauses governing contractor compliance and representations.
