About this opportunity
NAVSUP Fleet Logistics Center Puget Sound is procuring OEM liquid chiller unit parts from Lake Shore Systems on behalf of the Military Sealift Command (MSC) under a sole source authority per FAR 13.106-1(b)(1)(i). The procurement covers 24 different line items of electronic and mechanical components including backplanes, modules, sensors, transformers, fans, valves, and other specialized parts for liquid chiller systems. This is a firm fixed-price supply contract with quantities ranging from 1 to 10 units per line item. The government will evaluate offers based on solicitation compliance, price reasonableness, and past performance, with technical and past performance factors weighted more heavily than price. The solicitation closes on September 12, 2025 at 11:45 PM PST, and all questions must be directed to Crista Carrier at the specified Navy email address.
Despite the intent notice indicating no set-aside designation, the solicitation document reveals this is actually set aside as a Women-Owned Small Business (WOSB) procurement under NAICS code 334415. Lake Shore Systems is identified as the sole source contractor for these specialized OEM parts due to the proprietary nature of the liquid chiller components. All 24 line items must be delivered to the MSC Warehouse in Norfolk, Virginia by October 22, 2025. Offerors must maintain current registration in the System for Award Management (SAM) and complete Defense Biometric Identification System (DBIDS) registration for base access. The government reserves the right to make a single award for all items due to the interrelated nature of the supplies. The contract will be awarded to the most advantageous offer considering all evaluation factors, with the procurement classified under PSC code 4110 for refrigeration equipment.
