About this opportunity

The National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) has a requirement for a multi-purpose battery emulator/tester and solar array simulator. NASA GRC intends to issue a sole source contract to acquire this commercial item from Anderson Electric Controls, Inc. under the authority of FAR 6.302-1. The required system must have the capability to emulate lithium-ion and lead-acid battery chemistries, as well as generate programmable solar array outputs. Key technical requirements include an AC input of 480Vac, 3-phase, 60Hz and a bi-directional DC output of up to 250kW, 1000Vdc, and 1125A. Interested organizations may submit their capabilities and qualifications by July 24, 2024 for consideration of a competitive procurement.

This acquisition is not set-aside. NASA GRC intends to acquire the required system as a commercial item. While Anderson Electric Controls, Inc. is the sole source identified, interested parties may submit information to potentially compete for the contract. The anticipated award value is not provided, but the system must have the capacity to provide up to 250kW of bi-directional DC power for battery emulation and solar simulation.

NASA/Glenn Research Center (GRC) has a requirement for one multi-purpose battery/tester and solar array. See attached Statement of Work for specifications.

NASA/GRC intends to issue a sole source contract to acquire the item from Anderson Electric Controls, Inc. of Kent, WA under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Linda Nabors, Contracting Officer at linda.m.nabors@nasa.gov not later than 5:00 PM EDT on September 4, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
