About this opportunity
The Executive Office for United States Attorneys published a Special Notice of its intent to award a sole source contract. The Notice involved NetDocuments Government IT integration services for the United States Attorneys Offices to implement a document management system in the Microsoft Azure Government cloud to store common files across offices in a manner meeting federal security requirements.
The Special Notice provided that the agency anticipated awarding a one-year purchase order to Duff & Phelps, LLC for NetDocuments Government configuration services including repository, cabinet, metadata and security settings. Interested parties had five days from the May 11, 2020 publication date to respond to the contracting officer by May 16, 2020 with any information, though the agency reserved sole discretion on competition. No minimum qualifications or eligibility criteria for contractors were specified in the Notice.
Notice text
The Executive Office for United States Attorneys(EOUSA) anticipates an award of a Purchase Order, on a sole source basis, to Duff & Phelps, LLC, 55 E 52nd Street FL 31, New York, New York, 10055-0004 for NetDocuments Government IT Integration. See attached Justification for Other than Full and Open Competition (Sole Source Justification).
The EOUSA United States Attorneys Offices (USAOs) requires a NetDocuments IT Government configuration including repository settings, cabinet settings, metadata configuration, and security configuration. USAOs have identified a need for a legal document management system (DMS) to store the common productivity files (e.g. Microsoft Word, Excel, PowerPoint, and Adobe PDF). NetDocuments Government’s system architecture and the security controls are different from NetDocuments’ existing commercial systems. In order to meet federal security requirements, NetDocuments has built a new, distinct, and unique NetDocuments system in Micosoft’s Azure Government cloud region (NetDocuments Government). The anticipated period of performance is for one 12 month period.
This notice is not a request for competitive quotations. A Request for Quote will not be available for this requirement. The intent of this solicitation is for informational purposes only. However, any information received within five days after the date of publication of this notice will be considered by the Government. Information in response to this notice may be sent to Maynard Minor, Contracting Officer, at Maynard.Minor@usdoj.gov. A determination by the Government not to compete this action is solely within the discretion of the Government. Telephonic questions or requests are strongly discouraged.
