About this opportunity
The Indian Health Service (IHS), Navajo Area Office, has issued a Special Notice announcing its intent to negotiate a sole-sourced requirements contract with Vitalant for blood product supply across multiple Navajo Area service units. This notice specifically covers the Chinle, Crownpoint, Gallup, Kayenta, and Shiprock Service Units, targeting the procurement of quality blood products available for transfusion, including packed red blood cells, fresh plasma, and platelets. The contract opportunity is classified under NAICS code 621991 with a size standard of $40.0 Million and will be executed using FAR 12 Acquisition of Commercial Items and FAR 13 Simplified Acquisition Procedures. Market research conducted by IHS indicates that Vitalant is the sole responsible contractor for these blood services, with other IHS Areas such as Albuquerque, Billings, and Great Plains having similarly issued sole-source intentions. The Navajo Area IHS has a longstanding history of obtaining blood products from this proposed sole source, having done so for more than 30 years.
The purpose of this Special Notice is to communicate the government's intention to award a requirements contract to Vitalant without competitive bidding, following the principles of promoting efficiency and economy in contracting. The period of performance is set for five years, spanning from July 1, 2025, through June 30, 2030, with a base period and four option years. Contractors should note that this notice is not a request for quotations, and no solicitation will be issued in conjunction with it. The government retains sole discretion in determining whether to compete the proposed requirement based on responses to this notice. Information received will primarily be used to assess the potential for competition or to proceed with a single-source award. Interested parties can contact Adrian Segay, the Contract Specialist, at Adrian.Segay@ihs.gov for further information. Eligibility is implicitly limited, as market research has identified Vitalant as the only qualified source for these critical blood supply services.
