About this opportunity

The Department of the Army Corps of Engineers Engineering District Rock Island has published an Intent to Sole Source Special Notice regarding diagnostic and repair services for the MV Davenport vessel. Posted on March 6, 2026, this notice announces the agency's intention to award a contract on a sole-source basis rather than through competitive bidding. The notice pertains to ship building and repairing services, classified under NAICS code 336611 and PSC category J020. The contracting opportunity stems from engine performance issues identified on the vessel's starboard main engine, which has impaired the ship's operational maneuverability during fleet operations. In-house personnel have already conducted preliminary testing and diagnostics, determining that specialized repair services are now required.

The primary objective of this sole-source contract is to engage a certified Caterpillar (CAT) service center to perform advanced diagnostics and repairs on the MV Davenport's starboard main engine. The notice was posted on March 6, 2026, with a response deadline of March 10, 2026, providing potential contractors a four-day window to submit proposals or raise any objections to the sole-source justification. As a sole-source procurement, eligibility is restricted to certified CAT service centers capable of performing the specialized diagnostic and repair work required for marine vessel engines. The Corps of Engineers has determined that only a certified CAT service center possesses the necessary expertise and equipment to address the vessel's specific performance issues, making this procurement appropriate for single-source award without competitive solicitation.
