About this opportunity
The United States Marine Corps Installations East - Regional Contracting Office has published a Special Notice announcing their intent to award a sole-source contract to Phillips Corporation. The contract involves the lease and integration of a Phillips Hybrid PAH-WAHM-F400 system into a Government-owned Haas VF-3 CNC machine, including installation, operational testing, and on-site training. The procurement falls under PSC W036 and NAICS 541519, with a total estimated value of $405,600. The performance period consists of a base year from September 30, 2025 through September 29, 2026, with three additional option years. This notice explicitly states it is not a request for competitive quotes and no solicitation will be issued.
The primary purpose of this Special Notice is to provide transparency regarding the Marine Corps' intent to proceed with sole-source procurement while allowing small businesses an opportunity to demonstrate their capabilities. Small-business firms that believe they can meet the requirement may submit written capability statements to Contracting Officer Captain Adam Klawitter by the October 15, 2025 deadline. Firms must provide sufficient supporting evidence demonstrating their ability to comply with the stated requirements, and must be registered in the System Award Management (SAM) database to be eligible for government awards. The government retains full discretion in determining whether to proceed with competitive procurement based on any responses received, and will not reimburse costs associated with capability statement preparation. The Marine Corps emphasizes that any determination to maintain the sole-source approach versus conducting a competitive procurement remains entirely at the government's discretion.
