About this opportunity

NASA Glenn Research Center intends to issue a sole source contract to Advanced Thermal Batteries, Inc. for long life thermal battery development to support NASA's future Venus surface exploration mission. The batteries must be capable of operating at 460C with a minimum 60-day design life under Venus surface conditions. Interested parties may submit their capabilities and qualifications to the contracting officer by August 12, 2021 to be considered for full and open competition instead of the sole source award.

There is no set-aside designated for this pre-solicitation notice. The batteries must meet specific energy and energy density targets between 25V and -25V under Venus atmospheric conditions. The solicitation seeks proposals for tasks such as battery design, component selection, fabrication and testing of screening batteries, and development of electrical feedthroughs compatible with the extreme Venus environment. Interested organizations have until August 12, 2021 to respond if they wish to prevent the sole source award to Advanced Thermal Batteries, Inc.

Notice text

NASA Glenn Research Center (GRC) has a requirement for Long Life Thermal (High Temperature) Battery Development. All interested parties shall review Attachment A for Requirements and Specifications and Attachment B for Pertinent Minimum Performance Requirements.

NASA GRC intends to issue a sole source contract to acquire the item from Advanced Thermal Batteries, Inc. of Westminster, MD under the authority of FAR 6.302-1. 

The Government does not intend to acquire a commercial item using FAR Part 12.    

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Ian Park, Contracting Officer at ian.park@nasa.gov not later than 15:00 EDT on August 12, 2021.  Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.  A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
