About this opportunity
The Department of Veterans Affairs Strategic Acquisition Center Frederick published a Special Notice on February 6, 2026, announcing its intent to make a sole source award to Calibre Systems, Inc. for continuation of the Transition Assistance Program. The procurement is being pursued under Federal Acquisition Regulation 16.505(b)(2)(i)(C) as a logical follow-on to an existing contract order. The VA determined that sole sourcing is justified in the interest of economy and efficiency while the agency conducts a competitive re-solicitation of the requirement. This opportunity falls under the Human Resources Consulting Services category and has been assigned NAICS code 541612 and PSC code R431.
The Special Notice is primarily intended to notify interested parties that the VA requires continuation of Transition Assistance Program services on a temporary basis during the re-competition process. Potential competitors have until February 20, 2026 to submit responses demonstrating clear and convincing evidence that competition would be advantageous to the Government. While Calibre Systems, Inc. is the intended awardee, responsible sources may still submit proposals, though the final decision to compete or maintain the sole source award remains solely within the Government's discretion. The contract period runs from May 18, 2026 through May 17, 2028, with a base performance period extending through November 17, 2026. This synopsis does not constitute a competitive solicitation, and all awardees of the original order were given fair consideration prior to this follow-on determination.
