About this opportunity

The Department of the Air Force Air Education and Training Command has issued a Special Notice announcing its intent to award a sole source contract for 504 Learn to Win premium software licenses for the 81st Training Wing at Keesler Air Force Base, Mississippi. The contract opportunity is being pursued under the Small Business Innovative Research (SBIR) and Small Business Technology Transfer (STTR) program, specifically for a Phase III award. The solicitation falls under NAICS code 611710 for Educational Support Services, with a size standard of $24M. The government will be utilizing the authority of FAR part 12 for acquiring commercial products and services, and the contract will be awarded as a firm-fixed price agreement. The notice emphasizes that this is not a competitive proposal request, but rather a targeted procurement based on prior SBIR funding agreements.

The primary objective of this Special Notice is to continue and commercialize a learning platform developed through previous SBIR research, which aims to transform technical training by providing an adaptive learning ecosystem. The period of performance for these software licenses will run from June 1, 2025, to May 31, 2026, with the deadline for responses set for May 21, 2025. Eligibility is specifically limited to Learn to Win, as the company is in Phase III of the SBIR program, and the SBIR/STTR Reauthorization Act of 2011 mandates that Phase III awards be sole sourced to the greatest extent practicable. The technology being procured enables rapid content creation, training, and assessment with digital-age capabilities, allowing instructors to tailor training to individual trainee learning paces. Contractors interested in understanding more about the opportunity can contact Samantha Conger at (228) 377-1832 or samantha.conger@us.af.mil. The government has determined that this procurement is in the best interest of the U.S. Government, deriving directly from the company's previous research and development efforts.
