About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), under the US Department of Commerce, has published a Special Notice announcing its intent to award a sole-source contract for specialized aircraft components. The agency plans to negotiate directly with Avcon Industries Inc. under FAR Part 13 procedures to purchase a custom Oversized Optical Glass Replacement with Glass Coating specifically designed for King Air 350 aircraft. This potassium-free sensor glass is required for the forward sensor port of NOAA's King Air aircraft used in survey missions. The acquisition falls under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) with a business size standard of 1,250 employees. NOAA's justification for sole-source procurement is based on market research indicating that Avcon Industries is uniquely positioned to provide this specialized modification, holding over 270 FAA-approved STCs specifically for King Air aircraft.
The primary purpose of this notice is to inform the contracting community of NOAA's intent to proceed with a non-competitive procurement while providing an opportunity for other qualified vendors to demonstrate their capabilities. Although this is not a competitive solicitation, interested parties may submit Capability Statements to Contract Specialist Chelsea Vera at Chelsea.vera@noaa.gov by 11:00 AM EST on August 22, 2025. All submissions must include the announcement number 140802-25-0681 in the subject line and contain sufficient detail to allow NOAA to determine if the party can meet all requirements. The statutory authority for this other than full and open competition procurement is FAR 13.106-1(b)(1)(i), which allows for sole-source awards when only one responsible source exists. The notice period runs from August 7, 2025, through August 22, 2025, and NOAA retains sole discretion in determining whether to proceed with the sole-source award based on any responses received.
Notice text
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Avcon Industries Inc., using the procedures in FAR Part 13, to purchase a custom Oversized Optical Glass Replacement with Glass Coating (Potassium Free).
Supporting rationale.
Avcon Industries currently owns over 270 FAA-approved STCs, including a large number designed specifically for King Air model aircraft. Avcon is the only company found during market research to custom-manufacture this modification specifically used on NOAA AOC’s King Air aircraft for survey missions.
Market research indicates that Avcon Industries, Inc. is the only current vendor able to meet the agency’s needs for this requirement.
The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source.
The North American Industry Classification Code (NAICS) for this acquisition is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a business size standard of 1,250 employees.
This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website.
The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. However, if any interested party believes that it is capable of meeting the requirements, all responsible sources may submit a Capability Statement in accordance with this notice, which may be considered by the agency if received on or before 11:00 AM EST on August 22, 2025. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
All electronic correspondence shall be submitted to the Contract Specialist, Chelsea Vera, Chelsea.vera@noaa.gov and have the subject line read: Announcement Number: 140802-25-0681.
This notice will remain open from August 7, 2025 to August 22, 2025.
