About this opportunity

The 325th Contracting Squadron at Tyndall Air Force Base, Florida, has issued a Special Notice announcing their intent to award a sole source contract for inflatable aircraft protective covers specifically designed for F-35 aircraft. The Department of the Air Force Air Combat Command plans to procure these specialized covers from Kennon Products Inc., located in Sheridan, Wyoming. This procurement is designated as a total small business set-aside and will utilize Simplified Acquisition Procedures with Other Than Full and Open Competition authority. The contracting authority is based on FAR 13.106-1(b)(1)(i), which permits sole source solicitation when only one source is reasonably available due to specific circumstances. The notice explicitly states this is not a request for competitive proposals.

The primary objective of this procurement is to acquire inflatable protective covers that meet the unique specifications and environmental durability requirements for F-35 aircraft operations. The specific items include 8 left and 8 right engine intake plugs, 9 engine exhaust plugs, and 2 inflatable pump kits, all of which must comply with USAF Purchase Description standards and Air Force Instruction 21-101. Market research conducted by the government determined that only Kennon-manufactured parts meet these specialized requirements for precise compatibility and extreme environmental resistance. While responses to this notice will be reviewed until the July 30, 2025 deadline, the government reserves sole discretion in determining whether to proceed with competitive procurement based on any information received. The contract award is planned for July 16, 2025, with the government maintaining that only a single source is reasonably available for these critical aircraft protection components.
