About this file
This Single Source Justification document details a sole-source procurement for inflatable protective covers for F-35 aircraft at Tyndall Air Force Base. The contract seeks to acquire specific components from Kennon Products Inc., including 8 left and 8 right engine intake plugs, 9 engine exhaust plugs, and 2 inflatable pump kits, with part numbers KENF35INIEPL-2, KENF35INIEPR-2, KENF35ACEXIEP, and KENINFPUMPKIT respectively.
The justification emphasizes the unique requirements for these F-35 aircraft covers, including precise compatibility, durability to withstand extreme environmental conditions, and compliance with USAF Purchase Description standards and Air Force Instruction 21-101. Market research determined that only Kennon-manufactured parts meet the specific needs, with the procurement to be conducted via oral solicitation under FAR 13.106-1(c). The contract is planned for award on 16-Jul-2025, with the government determining that only a single source is reasonably available for these specialized protective components.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 325 CONS, Tyndall AFB
Project/Program Name: Inflatable F-35 Aircraft Covers
Purchase Request / Local ID Number: F4A2035157AW01
Estimated Contract Cost (including Options): $
Section B: Description of the Supplies/Services Required
The requirement involves acquiring essential protective covers for the F-35 aircraft operated Tyndall Air Force Base.
These covers, specified under Contract Line Item Numbers (CLINs), include inflatable engine intake and exhaust plugs, and Inflatable Pump Kit. Each CLIN delineates the quantity needed to ensure comprehensive protection and operational readiness of the squadron's F-35 fleet.
Description: This contract line item covers the procurement of inflatable aircraft protective covers sets required to protect the F-35 Airframe, particularly design for portability for off-station movements. These components are solely manufactured by Kennon under part numbers listed below:
1. P/N KENF35INIEPL-2: F-35 Inflatable Engine Intake Plug - Left (with secondary retention lanyard and pins)/8 Each
2. P/N KENF35INIEPR-2: F-35 Inflatable Engine Intake Plug - Right (with secondary retention lanyard and pins)/8 Each
3. P/N KENF35ACEXIEP: F-35 A/C Inflatable Engine Exhaust Plug/9 Each
4. P/N KENINFPUMPKIT: Inflatable Pump Kit/2 Each
Section C: Justification for Soliciting from a Single Source or Brand Name
The critical performance requirements for the -21 aircraft covers include precise F-35 compatibility, ensuring they securely fit the airframe to protect crucial engine and electrical components without compromising operational readiness. These covers must demonstrate exceptional strength and durability to withstand high winds, extreme temperatures, and debris impacts, meeting USAF Purchase Description standards and Air Force Instruction 21-101. Rapid availability is essential to to ensure timely integration into operational units and alignment with deployment schedules, with customizations and regulatory compliance checks potentially affecting lead times. While these durability and environmental resilience requirements are commonly found in commercial products, the unique specifications and regulatory adherence required for military applications distinguish them.
Critical and long lead schedule items include customized logos and compliance checks, with delivery prioritized within the specified timeframe to ensure mission readiness and operational efficiency.
The use of the above mentioned brand name products are essential to Government's requirements and this precludes the consideration of brand name products manufactured by other companies or of products with different characteristics from other brands . The use of other brands would result in duplication of cost to the Government that is not expected to be recovered through competition.
Section D: Efforts to Obtain Competition
During market research it was found that per 10USC Section 3271b as directed by the Small Business Administration SBIR Policy, only parts manufactured by the manufacturer Kennon are approved and capable of fulfilling this requirement. This policy is dated 2 March 2019.
The Government intends to solicit this requirement via an oral solicitation, IAW FAR 13.106-1(c).
