About this opportunity

The United States Air Force, specifically AFLCMC/PZIBB at Wright-Patterson AFB, Ohio, has published a Special Notice announcing their intent to award a sole source contract for a high-temperature axial torsion extensometer. This is not a solicitation but rather an informational notice regarding their planned procurement under FAR 13.106-1(b)(1), which allows contracting officers to solicit from one source when circumstances deem only one source reasonably available. The Air Force has determined that MTS Systems Corporation is the only known source capable of meeting their specific requirements for this specialized measuring equipment. The procurement will be conducted as a Firm-Fixed-Price contract under NAICS Code 334519 (Other Measuring and Controlling Device Manufacturing) with a business size standard of 600 employees. The contracting officers for this acquisition are Toussaint Lesly and Amanda Hoyng.

The purpose of this specialized equipment is to support the Air Force Institute of Technology's experimental investigation of advanced aerospace materials at temperatures exceeding 1000°C, specifically for measuring specimen deformation during mechanical testing with both axial and torsional loading. While the government intends to proceed with sole source procurement, they are providing an opportunity for other responsible sources to submit capability statements, proposals, quotations, or exceptions to the sole source basis by 2:00 PM EDT on August 12, 2025. All submissions must be emailed to the designated contracting officers with the specific subject line "High Temperature Metric Unit Axial Torsion Extensometer - Intent to Sole Source Response" and must include the manufacturer's product country of origin. Prospective contractors must be registered in the System for Award Management (SAM) and maintain active registration throughout the contract life. The government has conducted extensive market research, including FPDS searches and consultation with subject matter experts, which confirmed that no fully acceptable alternative to MTS Systems Corporation's extensometer exists that would be compatible with their existing MTS infrastructure and meet their precise technical requirements.

INTENT TO SOLE SOURCE

**This is not a solicitation**

Synopsis

The United States Air Force, AFLCMC/PZIBB, Wright-Patterson AFB, Ohio 45433-5344 publishes this notice of intent to award a sole source contract for informational purposes only. This proposed action is for the acquisition of a high-temperature axial torsion extensometer.

The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1), “Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available”, resulting in a Firm-Fixed-Price contract. The Contracting Officer has determined that only one source is reasonably available.

The proposed procurement will be a Sole Source under North American Industry Classification Systems (NAICS) Code 334519 – Other Measuring and Controlling Device Manufacturing.  Business size Standard is 600 employees.

The proposed source is MTS Systems Corporation. A decision by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations.  However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 2:00 PM EDT on 12 Aug 2025. Submissions shall include manufacturer’s product country of origin for any/all proposed items.

To comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The proposed vendor, MTS Systems Corporation, is the only known source capable of meeting the Government’s requirements, as outlined in the attached Statement of Work, for this high-temperature metric unit axial torsion extensometer.  Both the customer and contracting personnel have utilized subject matter experts, internal and external database searches, but were unable to find other sources able to meet this requirement. Please see Attachment 2, Sole Source Justification, for more complete details.

Important Notice to Contractors: The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.  All prospective awardees are required to register at the System for Award Management (SAM) and to maintain active registration during the life of the contract.  SAM can be accessed at https://www.sam.gov or by calling 866-606-8220.

The contacts for this acquisition are Toussaint Lesly and Amanda Hoyng.  Any information should be emailed directly to lesly.toussaint.4@us.af.mil and amanda.hoyng@us.af.mil no later than 2:00 PM EDT, Tuesday 12 Aug 2025.  Only inquiries/information received through email by this date will be considered.

Be advised all correspondence sent via email shall contain a subject line that reads “High Temperature Metric Unit Axial Torsion Extensometer – Intent to Sole Source Response”.  Note that email filters at Wright-Patterson AFB are designed to filter emails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files).  Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also, be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson AFB. If sending attachments with the email, ensure only .pdf, .doc, .xls documents are sent.  The e-mail filter may delete any other form of attachments.
