About this opportunity

The Department of Health and Human Services Office of the Assistant Secretary for Administration has published a Notice of Intent to Sole Source for a Health Level Seven International (HL7) Benefactor Annual Membership. This Special Notice, posted on December 18, 2025, indicates the agency's intent to award a non-competitive contract to HL7, a not-for-profit, ANSI-accredited standards developing organization. The procurement is valued at approximately $15.5 million and is classified under NAICS code 813920 for Professional Organizations. The contracting officer has determined that HL7 is the sole vendor capable of providing the required services for Office of the National Coordinator for Health Information Technology (ONC) and ASTP-led standards projects. Interested parties may submit capability statements by the December 24, 2025 deadline at 12:00 PM EST to Christopher Poulos.

The primary objective of this sole source procurement is to secure HL7 Benefactor-level membership, which the agency considers mission-critical for active participation in standards development projects related to electronic health information exchange and interoperability. The Benefactor membership tier provides maximum voting rights, enabling ONC/ASTP to participate in creating industry standards and policies, access exclusive industry information for strategic decision-making, and obtain discounts on training and conference attendance. HL7's unique position as a global standards development organization with over 1,600 members from 50 countries, including 500+ corporate members, makes it essential for engaging with industry partners including healthcare providers, vendors, payers, and pharmaceutical companies. The membership supports ONC's ability to manage implementation costs, influence future technical and policy environments, and maintain current knowledge of electronic health records standards and technology. While this is classified as a non-competitive procurement, the government has opened a capability statement submission window to allow potential interested parties to demonstrate their capacity to provide equivalent services.
