About this file

This document is a Notice of Intent to Sole Source for a Health Level Seven International (HL7) Benefactor Annual Membership. The Office of the National Coordinator for Health Information Technology (ONC) intends to award a non-competitive contract to HL7, a not-for-profit, ANSI-accredited standards developing organization with over 1,600 members from 50 countries. The procurement is classified under NAICS code 813920 for Professional Organizations, with an estimated value of $15.5 million.

The contract is deemed sole source because HL7 is considered the only vendor capable of providing the required services for ONC-led standards projects. The solicitation number is OS346935, with a response deadline of December 24, 2025 at 12:00 PM EST. While this is not a request for competitive proposals, interested parties may submit capability statements electronically to Christopher Poulos. The membership is considered mission-critical for participating in health information technology standards development, enabling engagement with industry partners, managing implementation costs, and influencing future technical and policy environments.
