About this opportunity
The Department of the Treasury Bureau of the Fiscal Service has issued an Intent to Sole Source notice on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) announcing its intention to contract with Gartner, Inc. for a two-year subscription to Gartner Executive Programs v2. The notice was posted on February 5, 2026, and seeks to acquire one Team Leader Self-Directed license and one Cross Function Member Self-Directed license. Fiscal Service justifies the sole source award by asserting that Gartner possesses proprietary and patented hardware, software, and algorithms that are uniquely required to meet the TTB's specific needs. The notice invites qualified alternative contractors to submit responses demonstrating their capability to meet all requirements and provide greater value to the government than the proposed sole source award to Gartner.
The objective of this acquisition is to provide the TTB with comprehensive tools for financial management, risk management, internal control, strategic planning, and organizational development through access to research reports, conferences, and consultant collaboration services. Interested contractors must submit written responses by Thursday, February 12, 2026, at 10:00 AM ET to purchasing@fiscal.treasury.gov with the subject line "TTB Gartner Subscription /Attn: MLWinans/JRMiller," providing company information, UEI number, product details, availability through government contracts or open market, and a capabilities statement with business description and current customer references. Eligible respondents must clearly demonstrate capability to meet all stated requirements and articulate why their solution would be more advantageous to the government than the Gartner offering. The Gartner Executive Program v2 is a multi-faceted program designed to support TTB's strategic goals for research initiatives, organizational planning, and technical analysis, with a performance period anticipated from March 1, 2026, through February 28, 2029, comprising one 12-month base year and two 12-month option years.

The period of performance for the purchase order is anticipated to be from 03/01/2026 through 02/28/2029, inclusive of one (1) 12-month base year and two (2) option years of 12 months each.
