About this file
This is an Intent to Sole Source notice issued by Fiscal Service Procurement on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) for Gartner, Inc. The notice announces the TTB's intention to contract with Gartner, Inc. (56 Top Gallant Rd. Stamford, CT 06902-7700) on a sole source basis for two Gartner Executive Programs v2 licenses: one Team Leader Self-Directed license and one Cross Function Member Self-Directed license. The justification for sole sourcing is that Gartner developed and owns the proprietary and patented hardware, software, and algorithms required for these products, making it the only source capable of providing the specified services. The Gartner Executive Program v2 offers multi-faceted services including financial management, risk management, internal control, strategic planning, and organizational development through access to reports, conferences, and consultant collaboration. The period of performance is anticipated to run from March 1, 2026 through February 28, 2029, consisting of one 12-month base year and two 12-month option years.
Fiscal Service will accept written responses from qualified contractors until Thursday, February 12, 2026 at 10:00 AM ET, submitted electronically to purchasing@fiscal.treasury.gov with the subject line "TTB Gartner Subscription /Attn: MLWinans/JRMiller." Qualified respondents must provide: company name, location, contact information, and business size designation; UEI number; specific product details; availability through government contract vehicles or open market; and a brief capabilities statement including standard business description and current customer list. Responses must clearly demonstrate capability to meet all requirements and be more advantageous to the Government than the proposed sole source award. If no qualifying response is received by the deadline, Fiscal Service will proceed with sole source award to Gartner. Acceptable file formats include Microsoft Office and Adobe compatible documents; .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files are not acceptable.
