About this opportunity
The Federal Bureau of Investigation, Finance and Facilities Division, issued a notice of intent to sole-source a firm-fixed-price contract to Perimeter AI Inc. (dba Echo54) for Echo-54 Indoor People Sensors, with a response deadline of July 17, 2026, and an estimated contract value of $72,000.00. This is a sole-source procurement under FAR 6.302-1 based on market research confirming Echo54 as the only responsible source capable of meeting all required specifications without system modification or operational risk.
The sensors are specialized motion detection devices for FBI security and telecommunications systems at Redstone Arsenal in Huntsville, Alabama. Procurement requirements mandate that sensors mount directly into existing octagon mounting brackets without modification, include built-in end-of-line resistors for infrastructure compatibility, match detection performance of sensors already deployed at Redstone Arsenal, and conform to a new Black cosmetic color specification. Market research evaluated alternate commercial vendors but found none capable of integrating with existing FBI infrastructure or providing the required functional and aesthetic configuration.
The notice is not a competitive solicitation but invites capability statements from interested parties demonstrating the ability to provide fully compatible and functionally equivalent sensors meeting all specified mounting, electrical, performance, and cosmetic requirements. Only capability statements demonstrating full compatibility with existing infrastructure will be reviewed. The government retains sole discretion to determine whether to compete the procurement based on responses. Responses must be submitted via email to Contract Specialist Justin Little at jalittle2@fbi.gov.
