About this file

This is a Notice of Intent to Sole Source a firm-fixed-price contract. The Federal Bureau of Investigation (FBI), Finance and Facilities Division, Procurement Section, intends to award a sole-source contract to Perimeter AI Inc. (dba Echo54), located at 7421 Burnet Road, Suite 276, Austin, TX 78757, for the procurement of Echo-54 Indoor People Sensors. The estimated contract value is $72,000.00. The sensors are specialized motion detection devices for use within existing FBI security and telecommunications systems at Redstone Arsenal. The required sensors must mount directly into existing octagon mounting brackets without modifications, include built-in end-of-line resistors for infrastructure compatibility, match the detection performance characteristics of sensors already installed at FBI Redstone Arsenal, and meet a new cosmetic color specification of Black for installation environment aesthetics. The place of performance is FBI Redstone Arsenal, 4942 Fowler Road, Building 7420, Huntsville, AL 35898. The sole-source justification is made under FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements), based on market research confirming Echo54 as the only responsible source capable of meeting all required compatibility, performance, installation, and cosmetic specifications without system modification, additional hardware, retraining, or operational risk.

Interested parties may submit capability statements demonstrating the ability to provide fully compatible and functionally equivalent sensors that meet all specified requirements. Only capability statements demonstrating full compatibility with existing infrastructure will be reviewed. The Government retains sole discretion to determine whether to compete the procurement based on responses to this notice, and no contract will be awarded based on responses to the notice. This notice is published in accordance with FAR Part 5. Responses must be submitted via email to Contract Specialist Justin Little at the Federal Bureau of Investigation at jalittle2@fbi.gov.
