About this opportunity
The United States Agency for International Development (USAID), Bureau for Management, published this Limited / Sole Source Justification Notice on March 27, 2026, to extend its sole-source acquisition for FOIAXpress enterprise licenses and technical support services. The notice covers a six-month contract extension with Opexus dba Casepoint (UEI: NEFMH93JD5J6), increasing the total estimated cost from $795,293.75 to $1,055,293.75—an increase of $260,000—with a new task order end date of September 28, 2026. USAID justifies the sole-source continuation based on FOIAXpress being a proprietary, patent-protected Commercial Off-the-Shelf product with no authorized resellers, extensive system customization and integration with USAID infrastructure, significant regulatory compliance risks associated with transitioning to alternative systems, and the critical role of FOIAXpress as the official repository for USAID's Freedom of Information Act and Privacy Act requests. The extension reduces the service scope from 30 licenses supporting 22 users to 20 licenses supporting 14 users serving both FOIA and electronic document review specialists. The contract will be awarded as a Firm-Fixed-Price task order under GSA Multiple Award Schedule (MAS) No. GS-35F-576GA, with pricing to be determined fair and reasonable by the Contracting Officer prior to award.
