About this opportunity
The U.S. Army Corps of Engineers Engineer Research and Development Center issued a Notice of Intent to sole-source a software support contract with Environmental Systems Research Institute, Inc. (ESRI) with a response deadline of 12:00 PM CST, Friday, August 14, 2026. The contracting officer has determined that ESRI is the only vendor capable of meeting the requirement because it is the developer and copyright holder of the proprietary ArcGIS software integrated into multiple U.S. Army applications, and the professional services required are exclusive in nature and not available from competing providers.
The USACE Reachback Operations Center (UROC) seeks GIS support services through ESRI's Professional Advisor Services available via GSA Schedule Contract No. GS-35F-253CA. The work scope centers on migrating UROC's ArcGIS Enterprise implementations to a cloud environment and includes system migration and merge planning, implementation plan development, content migration strategies execution, post-migration health checks and performance tuning, security hardening, geospatial strategy review and update, ArcGIS operations automation and scripting support, executive dashboard web application design and configuration, and remote implementation support across architecture design, database design, software deployment, system administration, data management, and application configuration.
Although issued for informational purposes only, the notice invites all responsible sources to submit capability statements, proposals, or quotations by the deadline. Submissions should demonstrate vendor capability and include descriptions of past experience with the same or similar requirements along with references. The Government reserves sole discretion to determine whether to conduct competitive procurement based on responses received. Contact Kwamaine Clark (kwamaine.d.clark@usace.army.mil, 601-634-3895) or LaShanda Areghan. Solicitation number W912HZ; PSC R499; NAICS 334111.
Notice text
The USACE Reachback Operations Center (UROC) requires a software support contract with Environmental Systems Research Institute, Inc. (ESRI). These services are intended to help UROC enhance and extend the value of ESRI commercial off-the-shelf (COTS) software provided under the ESRI COTS software Enterprise Agreement with the United States Army Corps of Engineers (USACE); and provide a continuation of the consulting tasking delivered under the previous contracts from 2016 to 2026. It is determined that ESRI is the only vendor capable of meeting the Government’s requirement.
