About this file
This is a Notice of Intent to Sole Source a software support contract with Environmental Systems Research Institute, Inc. (ESRI). The US Army Corps of Engineers Reachback Operations Center (UROC) seeks GIS support services through ESRI's Professional Advisor Services available via GSA Schedule Contract No. GS-35F-253CA. The primary objective is to provide technical guidance for migrating UROC's ArcGIS Enterprise implementations to a cloud environment. Work scope includes system migration and merge planning, developing implementation plans and content migration strategies, executing the migration and merge, conducting post-migration health checks and performance tuning, security hardening of migrated deployments, reviewing and updating UROC's geospatial strategy, providing ArcGIS operations automation and scripting support, designing and configuring ArcGIS executive dashboard web applications, and delivering remote implementation support across architecture design, database design, software deployment, system administration, data management, application configuration, and ad-hoc technical support. The government has determined that ESRI is the sole capable vendor because it is the developer and copyright holder of the proprietary ArcGIS software integrated into multiple U.S. Army applications, and the professional services required are exclusive in nature and not available from competing providers.
The Notice of Intent is issued for informational purposes only and is not a request for competitive proposals. However, all responsible sources may submit capability statements, proposals, or quotations for consideration by the deadline of 12:00 PM CST, Friday, August 14, 2026. Submissions should demonstrate vendor capability and include descriptions of past experience with the same or similar requirements along with references. The solicitation number is W912HZ, and responses should be directed to primary contact Kwamaine Clark (kwamaine.d.clark@usace.army.mil, 601-634-3895) or secondary contact LaShanda Areghan. The PSC Code is R499 and the NAICS Code is 334111. The Government reserves the sole discretion to determine whether to conduct a competitive procurement based on responses received.

It is determined that ESRI is the only vendor capable of meeting the Government’s requirement. There are no existing contracts available nor is this service available from any mandatory source such as the DoD Enterprise Software Initiative (ESI). It is recommended that a sole source award be made to ESRI. A different company cannot be used, because ESRI is the one that developed and produced the proprietary software being used by the US Government. The professional services required are exclusive in nature and covered by ESRI copyright. No one outside of ESRI has the authority to manipulate ESRI source code. This software is integrated into multiple U.S. Army applications and the required support services are not available from other software providers.
The Government intends to procure from only one source under the authority of RFO 6.103-1(b) This notice of intent is for information purposes only.
This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Verbal communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Kwamaine Clark at kwamaine.d.clark@usace.army.mil.
