About this opportunity

The Department of the Treasury Bureau of the Fiscal Service, procuring on behalf of the Armed Forces Retirement Home of Washington, D.C. (AFRH-W), intends to sole source an Electronic Health Records System (EHRS) to Ensoftek, Inc. for their proprietary cloud-based application DrCloudEHR. The system must provide comprehensive functionality across pre-admissions, admissions, clinical, financial, and administrative domains for multiple care levels including Independent Living, Independent Living Plus, Assisted Living, Memory Support, and Long-term Care populations at retirement communities in Washington, DC and Gulfport, Mississippi. Key requirements include web-based hosting in a FISMA-compliant environment, integration capabilities with external systems (DOD, VA, local hospitals), telehealth support, pharmacy integration, electronic medication administration, and robust security features compliant with HL7 and HIPAA standards. Interested vendors must submit written responses by 10:00 a.m. ET on October 14, 2025, demonstrating their capability to provide all required services, including company details, business size classification under NAICS 541512 ($34 million size standard), and a five-page capabilities statement. If no satisfactory response is received that clearly demonstrates equivalent service capabilities, the government will proceed with the sole source award to Ensoftek, Inc.

This opportunity is designated as a Total Small Business set-aside with Ensoftek, Inc. serving as the intended sole source contractor based in Beaverton, Oregon. The contract structure will be a Firm-Fixed-Price Task Order covering licensing, hosting, and development services for a 12-month base period beginning December 1, 2025. The sole source justification is made under FAR 13.106-1(b)(1) and FAR Part 6.302-1(b)(1)(i), indicating the system has been previously provided by this vendor. The procurement falls under NAICS code 541512 (Computer Systems Design Services) and PSC code R617 (Support – Administrative: Electronic Records Management Services). While specific contract values are not disclosed in the notice, the comprehensive nature of the EHRS requirements spanning multiple care facilities and extensive technical specifications suggests a substantial investment in healthcare information technology infrastructure. Performance evaluation will be based on meeting specific compliance and quality control standards as outlined in the Performance Work Statement.
