About this opportunity
The National Oceanic and Atmospheric Administration's (NOAA) Oceanic and Atmospheric Research Pacific Marine Environmental Laboratory (PMEL) has issued a Special Notice regarding its intent to negotiate a sole source contract with Jonah Ventures LLC for DNA extraction, amplicon library preparation, and sequencing of environmental DNA (eDNA) filters. The contract opportunity is classified under the Testing Laboratories and Services NAICS category and focuses on special environmental studies and analysis. NOAA has determined that Jonah Ventures LLC is the only source reasonably available for this specialized scientific service due to their unique methodological details and proven track record in marine eDNA sequencing. The sole source determination is being made under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1), which allows for non-competitive procurement under specific circumstances. The proposed contract will cover services from April 1, 2025, to March 31, 2026.
The primary purpose of this Special Notice is to inform potential contractors about NOAA's intent to award a non-competitive contract to Jonah Ventures LLC for specialized scientific sequencing services. Contractors who believe they can fully meet the government's requirements may submit substantiating documentation in writing within 15 days after the notice's publication. The notice emphasizes the vendor's necessity to provide compatible data generation platforms, unique sequence library preparation protocols, and specific bioinformatic workflow compatibility. Eligibility for alternative contractors requires demonstrated expertise in marine eDNA sequencing, amplicon sequencing, and microbiome sequencing, with the ability to deliver data in precise formats compatible with PMEL's existing workflows. The government retains sole discretion in determining whether to proceed with a competitive procurement based on responses to this notice. Oral communications are explicitly not acceptable in response to the Special Notice, and interested parties must submit written documentation to be considered.

FOR THIS PROJECT, PMEL HAS DEVELOPED WORKFLOWS AND SCRIPTS TO SPECIFICALLY PROCESS AND ANALYZE THE DATA FORMATS PROVIDED BY THE VENDOR AND THUS SWITCHING VENDORS WOULD LEAD TO INEFFICIENCIES AND DELAYS IN DELIVERING SCIENCE PRODUCTS. LASTLY, THE VENDOR MUST HAVE A PROVEN TRACK RECORD OF SUCCESS SEQUENCING eDNA FROM FILTERED MARINE WATERS AS WELL AS A TRACK RECORD OF WORKING WITH AMPLICON SEQUENCING AND MICROBIOME SEQUENCING.
PERIOD OF PERFORMANCE: APRIL 01, 2025 TO MARCH 31, 2026
