About this opportunity
The Air Force District of Washington, HQ USSF Enterprise Support Division, announced its intent to award a sole-source Blanket Purchase Agreement to Purdue University for continued delivery of a Cyber Training Course, with responses due by 1:00 PM EDT on June 1, 2026. The authority for other than full and open competition rests on 10 U.S.C. 3204(a)(1) and FAR 5.103-1 (Only One Source), as Purdue developed the existing course under Contract FA701425P0042 and possesses unique course knowledge, instructional approach, training materials, cyber lab structure, and technical expertise that cannot be replicated without unacceptable delays, duplication of effort, or curriculum disruption. The 416-hour program covers ethical hacking, vulnerability management, Python scripting, threat identification, defensive monitoring, and cyber response, culminating in a 100-hour Capstone Event involving integrated red-team and blue-team activities in a controlled operational environment with access to a cyber lab and mobile training capabilities. While this notice is not a request for competitive proposals, interested parties may submit relevant capability information to eric.moss.3@us.af.mil; the Government will consider all responses received by the deadline solely to determine whether to conduct a competitive procurement. The justification documentation is attached.
