About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition document dated April 2026, signed by Contracting Officer Eric L. Moss of the Air Force District of Washington (AFDW), HQ USSF Enterprise Support Division (PKF).

The document justifies a sole-source Blanket Purchase Agreement (BPA) award to Purdue University for continued delivery of a cyber training program for United States Space Force (USSF) personnel. The program consists of 416 hours of hands-on instruction covering core cyber domains including ethical hacking, vulnerability management, Python scripting, threat identification, defensive monitoring, and cyber response activities. Training includes access to a cyber lab or range environment with mobile training capabilities and culminates in a minimum 100-hour Capstone Event where students apply skills through integrated red-team and blue-team activities in a controlled operational environment. The justification asserts that Purdue University is the only source capable of meeting the requirement, as it developed the existing course under Contract FA701425P0042 and possesses unique knowledge, instructional approach, course materials, cyber lab structure, and technical expertise. Awarding to another source would require substantial course redevelopment, validation, and curriculum reassessment, resulting in unacceptable delays, increased costs, and performance risk. The Government will post a notice of intent to single-source on SAM.gov and remains committed to conducting ongoing market research to identify emerging cyber training capabilities for potential future competitive opportunities.
