The contracting authority is FAR 6.302-2 (Unusual and Compelling Urgency). The contractor shall allocate all equipment, personnel, and backup resources to manage comprehensive solid waste and recycling programs, including collection, recycling, disposal, training, and compliance with federal, state, and local regulations.
