About this file
This is a Presolicitation Notice announcing the Department of Veterans Affairs' intent to award a sole source bridge contract for waste management and recycling services. The VA intends to negotiate an 8-month base contract with DBI Waste Systems Inc., located at 377 3rd Street, Everett, MA, to provide waste and recycling pickup and disposal services for the VA Medical Center Connecticut (VAMC) at 950 Campbell Avenue, West Haven, CT. The bridge contract is necessitated by the expiration of the current contract (36C24121D0009) on September 30, 2026, with no contractual extension option available, and the inability to award a successor contract from previous competitive solicitations (36C24126Q0555 and 36C24126Q0133) due to a protest. The VA is developing a new competitive RFQ for a base plus 4 option years contract and intends to use this sole source bridge to maintain continuous service and prevent hazardous waste accumulation at the facility.
The solicitation is classified under NAICS code 562111 (Solid Waste Collection) with a $47 million size standard and PSC code S205. The contracting office is the Department of Veterans Affairs Network Contracting Office 1 (NE) located in Manchester, NH 03104. The response deadline for interested parties to contact the Contracting Officer is September 22, 2026, at 10:00 AM Eastern Time. The authority for this sole source action is FAR 6.302-2 (Unusual and Compelling Urgency). The contractor shall be responsible for allocating all equipment, personnel, and backup resources to manage the comprehensive solid waste and recycling programs, including collection, recycling, disposal, training, and ensuring compliance with all federal, state, and local regulations. No solicitation will be posted to FedBizOps due to the sole source nature of this procurement. Interested parties should contact Contracting Specialist James L. R. Moore at James.Moore14@va.gov.

DESCRIPTION
Notice of intent to award a sole source bridge contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for 8 Month Base with DBI Waste Systems INC 377 3rd st Everett MA for the VA Healthcare Connecticut to obtain Waste and Recycling pickup/disposal. While procuring a new Base plus 4 option years contract.
The current contract 36C24121D0009 ends on 9/30/2026 with no contractual ability to extend. The current RFQ 36C24126Q0555 did not result in an award in time to prevent a lapse in service due to a Protest. A new RFQ is being developed for a base plus 4 option years. This sole source bridge contract with the current vendor will continue service without interruption or risk of service while the new RFQ is being developed. No other contractor can be installed before the contract expiration date without creating a critical service delay. Which would result in hazardous accumulation of waste at the facility.
Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 562111 Solid Waste Collection with a $47 Million Size Standard. The PSC is S205.
The authority for this action is FAR 6.302-2 Unusual and Compelling Urgency due to not being able to award a new Base + 4 option years from RFQ 36C24126Q0133 and 36C24126Q0555.

The comprehensive waste services shall not only include the collection, recycling and disposal of waste, but also the training and support required to ensure compliance with all Federal, State, and Local regulations.
